Please excuse the tin-foil hat conspiracy theory but I am proposing that the decision to remove bans was not instituted for any reason relating to gameplay, but rather financial considerations.

THIS IS CONJECTURE. I DO NOT HAVE DATA. But. My intuition tells me that you are more likely to buy a skin or skins for an account that is more or less devoted to a single Champion and a single mode. Reason being? You're spending a lot of time playing that Champion and there is really nothing else for you to achieve on that account besides climbing the MMR ladder. Might as well introduce some variety by purchasing skins. I suspect that this was identified as a major income source for Riot; an income source that was stifled in a non-trivial way by the introduction of bans. So they are gone.

A very, very, secondary contribution to this is that I suspect ARAM Alt-Accounts contributed to duplicate skin purchases from the same individuals operating two or more accounts. The theoretical individual has a main account through which they play a set of Champions predominantly and buy their skins, and many other Champions they play periodically. They don't want to play this second set of Champions in ARAM, so they make a new account devoted to that small set of main Champions. They then are compelled to make a duplicate purchase of the same skin content.

I don't like throwing around unfounded stuff like this, so downvote if you must, I don't disagree with you. I am just severely irked by the removal of bans from ARAM, and as far as I'm aware no official explanation as to why has been offered. Given that, what do we have besides speculation?
