They removed the item set tool, not the sets themselves. SO, you can still use the sets you made, you just can't alter them

That said, I hope the new tool let's you adjust sets in game.

Riot has assured us many times before the retirement of the legacy client that our item sets will still be work, and now we know that the item set creator is returning onto th PBE in the 7.11 cycle. Don't know when it'll go live yet
