Talon Passive (Something relatively unique)

So, Talon's passive right now, is honestly crappy (compared to other, more dynamic ones) and doesn't do enough to impact his gameplay. And, yeah, I understand that Talon doesn't need more damage, so, instead of adding pure damage outright, I want to remove his 'Mercy' and replace it with 'Stoppage'.

As of right now, 'Mercy' is Talon's passive, which allows him to do 10% increased damage with auto-attacks to targets with impaired movement effects. Now, back when Talon was released, that was certainly powerful. Now in a new era of scarier stuff, it's rather...well, useless.

Now, my idea is Stoppage (better name pending). Instead of adding unnecessary damage to Talon's auto-attaacks, it targets one specific grievance that Talon players have - the annoying jumps and other escape tools just before that killing blow lands. So, I came up with this: "When Talon does over 50% of an enemy Champion's health, they are unable to use movement abilities (jumps, dashes, blinks.) Summoner Spells are exempt from this."

What do you guys think?

Sounds more like he's crippling their movement or hamstringing them (ideas towards a new name?) but not stopping blinks as well. As an alternative to blinks, it reduces the effects of MS buffs, but doesn't slow beyond base movement speed.

With that being said, how many people are going to wine about missing out on those kills that would have been a sure thing with the extra 10% damage from the auto? You've already got the slow, and you want to stick to them. Your ultimate gives an awesome MS buff to catch those escapees.

Utility vs Damage

Your idea helps the team more than anything which is what I like.

Sounds like a cripple mechanic. I like it.

his passive should be called "hit man" and he gets a minute to assassinate a chosen champion ( Like garen's passive) on the enemy team for bonus gold

Cripple sounds cool ay? or Disable. something like that, good idea i like it.

One problem though, is dashes, jumps and blinks on a lot of champions often provide a shield or extra damage necessary to their kit. Disabling these with a passive effect would seem a bit out of hand. Did you already account for this in some way?

...I would rather have Mercy over that. At least I get 18-30 more damage per trade in early game where Talon MUST get an advantage to keep up with the game.

Over 50% of maximum health in damage in 2-3 seconds equates to not having a passive in laning phase, not to mention it doesn't disable Flash.

I've honestly wondered why a cripple-like status effect was never put in to counteract mobility. Snare technically counts, but most snares are skillshots or require you to be close. I mean more like a slow, except it stops things snare would stop.

Yes it's a crummy name but someone on Rito will think of a better one, don't worry. I like the idea though it sounds a bit op. Maybe talon could slow someone and make all their mobility spells (including flash/ghost) half as effective. Theres definately a lot of possibilities with this. Talon is kind of in line for a rework if you ask me and this would be a great idea for it.

Riot's already said that Talon is a champ on whom an anti-mobility mechanic wouldn't be considered.

Also they've put an anti-mobility spell in the game in the form of Poppy's W.

Talon's problem isn't burst, it's sustain.

Personally, I find his passive to be utterly useless and lacklustre. 10% extra situational damage? He can barely make use of his passive in lane on his own.

His W needs to have the mana costs reduced by 20-30 at its first level (whilst still scaling to the same amount).

I think his passive should apply some form of mark to a single target, essentially encouraging the assassin theme.
