Passive - Target Designation Assignment

Talon is assigned targets throughout the game. Talon is permitted to choose his first target at the beginning of the game, but all targets after the first one will be random. Talon gains bonuses while near his target, and on attacking his target. On kill or assist on his target, Talon recieves one 'completed contract' which he can either sell in the store, for a sum of extra gold, or he can consume it to permanently enhance his attacks.

Talon must score a kill or an assist on his target.

The shopkeeper will periodically assign you a free contract for each champion on the enemy team. Talon can only have one contract at any given time, and he cannot undo this purchase. Scoring an assist or a kill on his target will complete the contract. Talon has 7 minutes to find and kill his target. Failing to do so will end the contract as a failure, locking out the champion from further contracts for 4 minutes. If Talon dies, the contract will end in a failure with effects as if he had failed it due to time. (Thanks to FioraTheExplorer (OCE) for this above idea!) Talon can pay 300 gold to change a contract in progress. This puts his current contract on CD for 4 minutes. Talon deals an additional 1(+1/level)% to his target. Talon gains 5% movement speed while within 2000 range of his target, and gains a rapidly decaying 40% movement speed increase after killing or assisting in the murder of his target.

On killing his target, Talon is granted a Completed Contract, which can be sold or used, as below.

Selling Contracts: 100g - 300g based on how quickly target was killed from the time the TDA was assigned.

Using a Contract will give Talon a stack of Blademaster, giving him permanent buffs. Every contract used will give Talon +2 AD permanently.

Talon will receive milestone rewards based on his contracts completed. 2. +10 armor penetration 4. 10% Bonus AD 6. Rake does an additional 20% damage to minions/monsters and slows for 20% more. 8: Noxian Diplomacy's damage (both on-hit and bleed) ignore 10% of the target's armor. 10: Shadowstep now allows Talon to dodge one incoming spell or auto-attack. 12: Shadow Assault's duration is increased to 3.5 seconds and the cooldown is reduced by 5 seconds. 25: Talon perfects his technique, doubling all bonuses up to this point.

Shadowstep

[Changed] Talon vanishes and re-appears behind an enemy. Additionally, all of Talon's damage to the target is increased by 2/4/8/10/12% for the next 3 seconds.

Note that there is no slow.

[Moved] Immediately, Talon will dodge he next incoming spell or auto-attack. If Talon dodges a spell or attack, it has no effect on him. [Removed] Nobody but Talon knows who the Target Assignment is. [Removed] There is a 3 minute cooldown period after he completes an assignment. [Removed] Using Contracts will provide a stacking buff. 1. 10% increased basic attack damage on movement-impaired enemies. 2. 10% increased spell damage on movement-impaired enemies. 3. 5% increased movement speed on-hit, decays. 4. +15 flat armor penetration. 5. Auto-attacks slow enemies for 5%, up to 3 times. 6+. Talon will recieve +3 armor penetration and 5% Critical Damage for each additional contract used.

Would have to remove the % damage from E if you're giving a free spell dodge.

I like this, a very well put together idea for a passive, a few things that could use changing though:

The shopkeeper will periodically assign you free contracts for each champion on the enemy team, Talon can only have 1 contract active at a time and he can not undo this purchase. killing or inflicting damage on an enemy champion within 3 seconds of it dying while marked by the contract will complete it. Completing a contract will permanently give Talon a stack of Blademaster, Talon will fail his contract if he dies or 5 minutes have passed without completion. After a contract is completed or failed, Talon will have to wait 3 minutes before he can buy another contract for that champion. While near a targetted champion Talon deals 1%(+1% per level) damage to them and gains 40 flat movement speed when moving towards them.

One of Talon's problems is losing out on the damage amp on Cutthroat (or Severankle as its referred to nowadays) unless he maxes it second, or lose out on the Q damage if he tries to max E second, gaining %damage amplification on a contracted target is a good way to circumvent this, which you have done, but bumping it up a bit can't do much harm, but just to be safe, the damage amp from Severankle has been removed which means Talon cant simply turn around and kill the enemy laner at level 6 unless he has a contract. Gaining flat movespeed instead of % movespeed is meant to make him more viable with other boot choices but not as good with mobility boots. Random target assigning is 9 times out of 10 never a good thing, you risk getting a tank as an assignment and getting shut down as a result, the ability to purchase a contract FOR FREE alleviates some of the RNG related stress that comes with having to try and kill a tank with your combo, which is never a good idea. The ability to sell contracts is nice and rewarding, but can make him quite oppressive and snowbally if he does get ahead, removing this might not solve those problems, but hey, thats what the PBE is for. Killing Talon, causing him to fail his contract adds a neat little counterplay window that imposes a little bit of risk to his roams in bot.

"Nobody but Talon knows who the Target Assignment is."

Just no, this completely contradicts Riot's policy of gameplay clarity, if you get instapopped cos damage amp from passive and E, you should know why and how.

"Talon stealths for 0.5 seconds after killing the target."

Nice but 0.5 second stealth doesnt really solve Talon's "dying in a teamfight" problem, this little part has been moved to completing 10 contracts and has been replaced by a strong yet rapidly decaying movement speed boost, this will better help him dive the enemy carry and live to tell the tale, but as a powerful window of elusiveness, completing 10 contracts is quite difficult against a coordinated team but Talon is thoroughly rewarded in teamfights for doing so.

"There is a 3 minute cooldown period after he completes an assignment."

Talon players shouldn't be punished for making use of his passive, so instead a single target cooldown has been imposed, which means Talon is free to sever ankles and throw boomerang knives at other people to pass the time.

Turning in Contracts will provide a Blademaster buff. 2 contracts: 10% increased basic attack damage on movement-impaired enemies. >>> 10 Armor pen 4 contracts: 10% increased spell damage on movement-impaired enemies. >>> 15% bonus AD 6 contracts: 5% increased movement speed on-hit, decays. >>> Noxian Diplomacy does 15% more damage on movement-impaired targets. 8 contracts: +15 flat armor penetration. >>> Shadow Step empowers Talons next autoattack, giving it 20% more damage. 10 contracts: Auto-attacks slow enemies for 5%, up to 3 times. >>> Killing a target grants 60% movespeed that decays over 1.5 seconds. All subsequent contracts: Talon will recieve +3 armor penetration and 5% Critical Damage for each additional contract used. >>> Nothing, absolutely nothing.

Talon doesn't really benefit from half of these bonuses, as an instaburst assassin with a 20-40% slow on Rake, the slow on autoattacks is completely useless, as is bonus critical damage, the bonus movement speed is nifty but half the time you won't be making use of it because your target will already be dead, the changes I've provided give Talon incentive to complete contracts in order to unlock the stats he likes as well as to augment his Q and E and to give him levels of power that are both rewarding but also provide windows of weakness for enemies to play around.

An assassin shouldn't be able to defend from spells and autoattacks, not even if it does seem like a thematic fit. A spell shield is absolutely not the way to go when it comes to assassin champions, it should be a team effort to try and peel an assassin off a carry and tanks should be rewarded for doing so instead of wasting a precious CC spell on an enemy thats going to dodge it. As for dodging autoattacks while it does give insane outplay potential it might be too insane to be balanced unless its only for a second but a gapcloser that also blocks an autoattack is pretty powerful i'm sure you'd agree.

All in all this is a good concept and I hope riot adapts some version of this, and I hope you do take my changes into account. Talon does need a bit of love after all.

I absolutely love the passive.

It really fits well into his theme and it's actually more useful than his current passive.

i don't like the idea because it would sorta give him a gimmick so to speak most of the reworks have comet with gimmicks i don't want to see talon get 1

I've moved the spell/auto-attack dodge on Shadowstep to his passive. I've removed some of the more un-needed things. Thanks to FioraTheExplorer (OCE) for a lot of this!

I'm sorry, but Talon doesn't need more damage. He doesn't really fall off unless you can focus him down before he finishes his combo (doesn't even need ult to kill a squishy late game) and give him another source of damage and income is not a good route to go down. I think he needs some kind of power shifted a bit later into the game.

Being weak to pinks is really his only problem right now, but Riot has said they are looking into a lot of champs that rely on stealth and how easily available pinks are effecting them. I believe it was what's his name Repetoir (I know who he is I just forgot the spelling lol)?

Pretty cool... but I don't appreciate how the contract reward decays with time... For what it's worth, the reward should be increased the further it is to the deadline. Also the contract 'cooldowns' are rather whoa-da-loh-wa-hou to me. And maybe contracts shouldn't be changeable...?

The rewards, btw, should be consistent, something like this: 1st C: +5 Armor Penetration, +5 Attack Damage 2nd C: +5 additional stacking A P, possibly some other bonuses as well 3rd and 4th and so on... keeps stacking Armor Penetration

this seems fitting to me at least because his skills scale with bonus AD.... so Talon can not worry about Armor Pen while reliably building AD

...just what i thought, good concept, friend.
