So with the recent nerfs of Rylai and what it does now, it has basically Bill Cosby'd mages mostly and champs who use the item Rylai's Crystal Scepter as one of the Core Items. But it also gives champs a good upper hand with the new Rylai. Take example Singed, the Mad Chemist giving him some time to get the item, but with the new change it's given Singed a Power Spike that can be used. So take it into mind the new changes are a double edged sword and not a kick in the balls for Ryali users.
