This change might actually fix Akali

Especially the part where spells partiallly through their cast time will complete now, that will really allow opponents to actually retaliate vs her. It feels so dumb trying to hit her back only to have your spell cancel because she dissappeared, even though you clearly activated it when she was still visible. I honestly still feel like she shouldn't be untargetable under tower, but whatever this is a good start at least.

Also if this goes through she might finally have enough counterplay to allow for compensation buffs again.
