The likeliness of fill being support has nothing to do with the new champ select, but rather a player base that doesn't play support

Well i mean fill is just for you to fill in whatever that means and that is most commonly how it is. Thats just how it is. I get top sometimes as fill too though.
"Fill" mains for the longest time often gets shoved into the support quite often.

It does. Randomly gibes you first open role. Which is usually support.
I got ADC once.
It's not intended to mean random. It means "get me in a game asap I'll take anything", so you often get to play roles that are less popular, because these are the ones people need.
