From what I've heard, Singed "support" wasn't actually supporting. He took smite because he wasn't going to be bot lane. He actually just bought Tailsman and just wandered around stealing his own junglers camps. Not the enemies, his own which sets the jungler behind, not to mention his adc didn't even have a support. He was also apparently not participating in team fights. And guess what.
No sightstone.

Adc not having a support isn't really a reason for the 5th man to be warned/banned as long as he's actively trying to win the game.
Besides, jungle is actually overloaded atm. If you have two people with smite, both can hit 3 at ~3 minutes and use that level advantage to snowball mid-lane.
