Shall I remember us the existence of Heimer ?

And his sad state ? or its obvious enough he is on the top 3 of the Forgotten unviable champs ? His last changes were made on patch 4.20 , and from that point he only had 2 or 3 bug fixes . Could he please have a / treatment so his turrets does not get one shoted by random aoes in fight . Its really embarrassing when my turrets die so fast , because , he takes 20 long seconds to generate one stack . So if his turrets could receive the same buff as the boxes of shaco and the plants of zyra , it could give heimerdinger players a beautiful illusion of not being useless for their team . Im not talking about power or win rate or playrate , but how unreliable the champion is . Or maybe I'm wrong and riot games finds heimer strong , maybe i live in a different world and riot on another , probably in riot's world lethality is weak and it needs a buff and are healthy items , also only needs -2 MR to be balanced .

I don't know how much people work in the balance team , i don't know about their knowledge . But i don't believe they are enough with the game knowledge required to manage more than 130 champions with constant new champs and reworks . Just take a look at a recent case :
