Can we actually get a steady Out Of Combat?

item 3117 defines out of combat as not taking damage and 5 seconds "out of combat" to apply effects. item 3083 defines it as not taking damage or dealing damage and 8 seconds "out of combat". Ocean Drake buff defines it as not taking champion damage or dealing champion damage but Cloud Drake defines it the same as mobility boots both with the time of about 5 seconds.

Where is the consistency? I understand some of it is QOL buffs (like the mobi boots not disabling passive when attacking wards) but there seems to be no real consistency with the time or the reasons for out of combat.

They are different for balancing purposes though. This is not arbitrary.

Yeah but still. If I have a bunch of out of combat items, Id like for them to activate at the same time and know for sure that when im in combat for one, all of them stop. It's like getting warmogs and cloud drake but getting no buffs from them while attacking a infernal drake. It's also like getting Mobi boots and Ocean drake and only getting the regen but not the move speed because you were hit by a caster minion.
