Minion dematerializer our only way out?

you all seen the banner of command meta, the out of range-8 shot KO for turrets. the minions themselves are basically mini heralds, guarded by a full team. there is next to no counterplay with all the minion buffs lately. does this make Minion dematerializer a usable rune? just so they can hold onto it and destroy the superminions later on? or do those minions fall under the untargettable by active items category?

Yes, it has already been used in proplay. Keep in mind though that it is limited use.

Another situational solution is Blitzcrank or Syndra or TahmKench

Minion dematerializer is actually used a lot in mid lane (SoloQ), at least that's what I'm seeing.

But mostly they are using it to destroy a cannon minion and just push the wave not really to counter Banner of Command
