I don't get this about Riot and their balancing

So Sivir is getting nerfs this patch (6.17), but before the nerfs ARE EVEN TESTED. There are more nerfs for next patch on PBE already.

Like I don't get it, this happens so much. Why did you decide that she needed more nerfs before being tested on LIVE. It's like you should have put them on 6.17 if you think she needed more nerfs than she got.

Who says those are gonna come live? I think they're testing them incase the ones that just came live aren't enough yet.

Worlds is coming up after next patch, so Riot has to buff all the Korean mains and nerf all the NA/EU mains.
