Bug with Remake?

Just had a game where our LuLu was sitting in the middle of our fountain from the start of our game (aka dcd), but we weren't allowed to remake. The system gave us a message that we are only allowed to remake when a person fails to connect...yet this person clearly did and we had to take a loss because of it. Explain anyone
