How do you climb and get better at this game if u cant control ur teammates doing bad and just constantly getting caught out

not -knowing who to focus in fights

how does anyone climb without getting a smurf or smurfing themselves

You are in charge of only yourself. Think of your team-mates as advanced bots; they do better than minions but don't expect verbal orders to work.
