Runeglaive is for Autoattacking AP junglers with mana problems.
So.....
?
I feel like a lot of mages will just skip jungle items altogether now, as a 40 AP item is not worth an enchant.
Why not just go buy a
or
for your mana issues?

Diana really didn't have horrible mana problems in my experience. She will be a force to be reckoned with now, but I'm afraid that other junglers won't like the item because of the AP value being so low.

With Diana, it's basically like this right now. You got your faster clear speeds, and you got your mana bar. Pick one.
I think Riot should adress the problem where players sell jungle items late game for something more slot efficient.
Buffing the jungle item enchant after killing x amount of jungle camps could do the trick.
Problem is it completely screws over
AP
all for the sake of making
stronger.
malz, brand, and gragas are all aa'ing when clearing a camp and this allows you to go straight for big ticket ap items instead of lichbane. Sure some of them might go roa but this item should still help them build blasting wand first instead of catalyst for more damage.
Akali only benefits since she can go for larger ap items instead of lichbane but i doubt it will be a large buff. Evelynn, skarner, ekko, and as you said diana is where i see the largest buffs.
Since when did Malz or brand clear using AA? Malz uses malefic visions and his death pool and gragas uses his casks mainly, it also heavily decreases the uptime on his passive, and when did brand ever do anything with autoattacks? Pillar of flame into conflag.
While they all mainly use abilities none of them have low enough cooldowns to be constantly casting. I am not saying it is a large part of their damage but they are going to use the sheen proc when clearing camps.
So how does lichbane passive help that? if their CD's aren't low then they're hardly going to be able to proc it often enough to make use of it, unlike actual lichbane users like

While it is not much of a combat buff the extra sheen proc will help them clear and sustain mana compared to the current magus. It might be an overall nerf but we will have to wait and see how much the extra mana regen helps them spam their abilities.
Consider that any champion in the jungle needs to auto a lot, except Fiddlesticks...
Runeglaive does nothing to help fix diana's weaknesses, and diana has never really had mana problems in the jungle. Besides, most mana issues are fixed with Trailblazer smite upgrade.
I'm a bit crazy on the side, so I've always liked Orianna jungle. Runeglaive will most definitely be good for her, as it is she'll have one of the fastest and safest clear times since everything she does is AoE. I will agree however that 40 AP is really not a lot to work with.
(Of course she's a situational pick that works well against a more defensive (or another AP) jungler, and needs an engage-heavy team, but hey, if it works...)
Something worth noting is that should one want to build Lich's Bane, most likely the single target proc will be Lich's Bane's, but the AoE damage on other targets would still proc from Runeglaive, so using both is actually potent. At least until late game where you just get something else.
Evelynn has mana problems.
