unskilled report option

can we please get the unskilled report option to actually do something or an equivalent of "just bad at this game" i end up in games with poeple who i dont think are really trolling i think there just bad for example had a draven who died 3 times failed to respond to ganks had only 20 cs at 10 mins later in the game he said he was trolling because i was toxic to him (which is not true i didn't say a word to him till the game was pretty much already over) i reported him for claiming to purposely throw but honestly i think a unskilled report would be more effective i know we currently have an unskilled report but it dose not do anything. SO maybe have it that if you get to many unskilled reports and say your mastery score is like a c in a ranked game that it increases the mmr/elo drop you already take for losing so say instead of losing 10 mmr/elo you lose 15 or 20 mmr/elo (just throwing out numbers here) and if you keep getting them repeatedly it gives you a ranked ban just like any other report.
