Turn it into a melee-range execute ability to give him some kind of follow-up to his Q. If he kills an enemy champion with it, nearby allied champions get a movespeed boost and deal bonus magic damage on their next basic attack/single target spell against a champion.
And give him back 5-stacks on his Innate. Seriously.

Drunk Rummate1 votesso you don't think his parley should be looked into? seems to me whenever an entire kit is useless aside from one ability it needs to be rebalanced. his Q could still be his primary defining characteristic in a rework, but they could tailor his other abilities to support it and remove some of the upfront damage on the ability to make the kit less binary.
Rebonack1 votesWhen it comes to balancing power budget, the only potential change I would suggest in Gang's Q is making it so the base damage can't Crit (any bonus damage still can). That would make IE enhanced Qs a little less crazy, make a wider range of builds more viable, and open up a ton of kit power to be spread around elsewhere.
And obviously Gang's Q would be able to proc the buff from Raise Morale. It could even interact with/enhance it in some capacity. But that's all an issue of fine-tuning and not really something to address here.
