@Meddler; Quick Fiora questions

Just a few questions about Fiora:

1. Do her regular and ult Vitals have different hitboxes? Off center hits on standard vitals often miss even if a q goes right through it, and it's been that way since her rework, but when you ult it seems you can pop two instantly if you hit the North/West Vitals, but doesn't work for South/East vitals.

2. Is the fact that Vitals don't proc if you're too close to a target intentional? That's another thing that's been around and mentioned a ton, but since nothing's happened it may just be the mechanic.

3. How do you feel about her current performance? She went from being matchup neutral, to Hard counter/Hard countered, and her skill curve seems very flat based on experienced charts from multiple sources.
