Any Plans For Skarner?

My backstory with Skarner: I played him before the changes a bit as a fun pick. I thought he was pretty terrible except for his ult.

My concerns about Skarner: I think his passive (and maybe numbers) has just been overloaded a bit too far. I'm not asking for a gut, but I'm asking for the numbers to be tuned back just a little bit or give more reward to the enemy team for shutting down his passive altars. Otherwise, I think he's finally viable enough to be picked and not get called a troll.
