I know the haters are still here and will dislike this post... But just... This Kayle can be stronger than all shits in game while Shen is currently useless. At least add % your health ratio to Q and R.
Also I would prefer anti-troll system in Champion Select.
There will be Role Exchange button. But no one except Jungler can take smite, support is only allowed of Heal, Exhaust, Flash. That's just an example. I hope you like it.

Shen is currently useless.
He sure gets picked a lot in pro games for a useless champion.
Riot can't make him a top tier pick in solo play because his ult is way more powerful in organized pro play and he'll hit an unhealthy pick/ban state in that tier of play way before he can carry a game by his lonesome in solo queue. Just accept that you'll have to work a little harder to show off your Shen skills in solo queue.
Why can supports only take 3 summoners?
What if I'm playing 
Support and ghost would be more effective for me running circles around my turrets. Or what if I'm playing 
support and need ghost to run circles around the map.
Most bards take 
Cleanse could be taken if there is a lane with a lot of cc like a thresh or morgana 
Could be used for self protection if you so wish
if one feels like they might be bullied out of lane.
Could be used in certain situations, like with a certain build or champ in mind for support or just to get the jungle item 
And finally, why do I have to take flash?

Shen doesn't need a buff. Not even a little bit. Play him right and he changes the entire game around.
