[Champion Rework] Fiddlesticks, The Harbinger of Doom(“The End is Near")

shit. Anyway...
Let me be honest: I like this guy. He's a fun champion to play and is just all around an interesting champion from a thematic standpoint. Though it goes without saying that our buddy is pretty weak right now and that he is definitely overdue for some love and compassion from, well, anybody. That being said, I thought I'd take the time out of my day to propose a rework for everyone's favorite scarecrow. As always, these ideas are just that. Ideas. Please keep in mind that everything below is subject to change and that all comments, questions, and concerns are welcome! Enough talk. I want to just get into the details I'm certain you're all here for:
[New] Innate/Passive) Omen Of Desolation- The mere presence of Fiddlesticks on the battlefield paints the foreshadowing of the end times, the clock to Armageddon slowly ticking down as the game progresses. As the apocalypse nears, supernatural phenomenon becomes more and more present on the rift:
Every Minute or so, the number of Crows Fiddlesticks can have present on the rift increases by 1.
After the 5:00 minute mark, Fiddlesticks gains a dark aura around himself, reducing enemy attack speed by a slight 5/6/7% and dealing a miniscule 5/7/9(+13% Max AP) Magic Damage to enemies within range every 2 seconds.
After the 15:00 minute mark, Fiddlesticks' aura grows in slightly in size and has the reduced enemy attack speed increased to 7/8/9%. In addition, the AP scaling for his DoT increases to 18%.
After the 20:00 minute mark, Fiddlesticks' aura expands one last time(slightly, once more), increases reduced enemy attack speed to 10/11/12% and raises the AP scaling on his DoT to 23%. In addition, Fiddlesticks will gain +1% mana regeneration for every Crow currently active on the rift.
After the 30:00 minute mark, the AP scaling on Fiddlesticks' DoT will continue to increase by 2% for every subsequent 3 minutes after this time period.
Skillshot. [New] Victimize=Q Cost: 20/30/40/50/60 Range: 600
Fiddlesticks launches forth a crow to latch onto an enemy, acting as both a parasite and a tracking device(revealing them for a short duration duration), dealing 60/75/90/105/120(+45% Bonus AP)(+3 Magic Damage per Crow active) magic damage.
Enemies hit by the crow are also marked as a Victim. Fiddlesticks' basic attacks deal 15/20/25/30/35% bonus physical damage to the Victim if the Victim is a champion. However, if the Victim is a monster(epic or normal), his basic attacks will deal double damage and the scarecrow will receive 5/7/9/11/13% lifesteal on each attack against the Victimized monster.
Victim mark lasts for 3 seconds while vision lasts for 2.
Cooldown: 8 seconds.
[New] Vigilant Murder=W Cost: No Cost Range: 975 Unit Radius
Fiddlesticks sends forth a crow to patrol a small area of the map, either swooping in a tight radius or perched upon one of the many walls around the battlefield. THESE CROWS DO NOT GRANT VISION, but they DO lower the magic resistance of any enemy champion within their small radii(325 units, to be exact) by 2.5(up to a cap of flat 15 reduced MR). These birds do absolutely nothing but sit there(or, perhaps, fly there), occasionally squawking to annoy those within listening range. Only 35 Crows can be present at once.
Cooldown: 15/14/13/12/11 Seconds
[New] Horrify=E Cost: 60/65/70/75/80 Range: Melee/575
Fiddlesticks projects terrific images of the end times into the minds of all champions within melee range and silencing any champions outside of melee range but within a 575 unit radius. Melee range units Flee for 0.5/0.75/1/1.25/1.5 seconds while any other CHAMPIONS(exclusively, because why silence a minions?) caught within the AoE are silenced for 0.75/1/1.25/1.5/1.75 seconds.
Cooldown: 17/16/15/14/13 seconds
[New] Crowstorm=R Cost: 100/200/300 mana. Range: 700/500
You might think I'm crazy...you may think I'm mad...but Lord knows...this is the end, so what does it matter?
Fiddlesticks calls forth a dark force of nature, commanding all Crows present on the battlefield to rush a target enemy(that's right, it's targeted), dealing 25(+10/15/20% AP) damage per Crow and suppressing enemies until they are impacted by any form of hard CC(enemy or Fiddlesticks only). Whilst the massive murder of swarming crows persist, suppressing their designated target, any other units within the radius will have 1/3/5% of their maximum health drained and passed onto Fiddle every second they stand under the commotion. Crowstorm lasts for 5 seconds, though the suppression lasts for a hearty 1.5.
Freeing the victim from suppression WILL NOT end the Crowstorm, but it will cut the duration in half and reduce it's Cooldown by 30% for Fiddle.
Cooldown: 180 seconds.
I didn't have much to work from, but I feel like there is still a lot of work to be done here. My philosophy was too transform Fiddle into more of a late game type of mage who really focuses around lying in wait and capitalizing on crows to do his bidding. He has another hidden strength as well, but I'll wait for someone else to point it out ;3. An additional apology for the names. Never been too good with 'em.
