Opinions of Spear of Shojin being added in pre-season?

Personally, I don't like it. Why should bruisers be allowed to be semi-tanky if they build a close-to glass cannon builds? Isn't there suppose to be a pay off like "if you build damage only, you're sacrificing survival for it"?
