What if... Dragon and Herold/Baron switched places?

Bot lane is the place to be when it comes to ingame agency, no one is surprised by this as Riot has been funneling the bot-train for months(years) now. One lost bot lane fight can result in a double-triple kill, first turret gold, and dragon. That's a huge disadvantage for a team that simply loses one fight, so what would happen if we switched the baron and dragon pits?

Would top and mid lane gain more agency in the game at ALL?
