You should be able to stun/snare someone while dashing

I've always wondered that too. Veigar's stun on PBE now stops dashes at the event horizon. I think he's the only one that does though.
If you dash (or blink) through most other snares and stuns (Morgana Q, Taric E), you still complete the dash.
I agree it should, but Riot is lazy.
Imagine if Tristana is leaping over, or Lee is dashing through, a wall and Taric's stun lands. You can't leave them sitting on the terrain. So Riot opted to let the movement finish and apply the CC at the end of it. Ideally, it would apply as soon as they are past the terrain rather than at the end of the movement.
There may be hope now that Veigar's cage will interrupt dashes and leaps.
I agree with the snare's being able to do this since it makes sense. Something is stopping movement. But when it comes to stuns, you're only stopping the person, not disrupting their movement.

I bet it is the same reason Kockups and Knockbacks aren't reduced by tenacity. The animation has a set length, so the champ gets stunned/snared, the movement animation completes and then the CC is applied. That also leaves some room for lag, so someone with a lower ping isn't totally gimping someone with a higher ping.
