Revert the tower buff

At first the towers got a nice change pre-s6, now they decided to buff towers with +500 hp, re-vert that buff so we can transition to a new meta coming in s6.

Reason why we need these changes: Pre-mid game is slow, what Tencent did with these new changes was to provide more early-game strategy.
