What good reason is there for Jhin's AD to not be lowered by AS slows?

It seems inconsistent with how the game works. If he scales AD off of his AS, he should lose AD when an AS slow is applied, not just his bonus MS. There are no armor items that adequately counter him because the stat reduction items simply don't work against him.

Except they do.

Even though they hit him harder then any other champion in the game, just because people complained.

It's based on his total AS rather than being based on current AS. It would hit him way too hard if you were to as slow him and his damage were to be dropped by that. He's already a very immobile champion.
