Brand dmg without items is ridiculous

I just played a game vs brand mid who had literally 55 farm in 20 mins,he didnt even bother to farm and was one whole item behind all the other players, he just had and till 21 min AND YET at the end game dmg graph no one was even close to his dmg to champion numbers. Not to start when he is played as supp yuo dont even need to have any skill just just cast all spells and suicide and YOU WILL ANNIHILATE 60% of enemies HP. I know he is immobile and all that but he is too forgiving even if yuo get caught just cast all spells and you done your job,riot rly gotta rework his dmg be dependent hard on AP.

Im not saying he is too op or unbalanced ,he is just way too easy and forgiving,compare him to Xerath for example he is also immobile and has a tons of dmg but if yuo do a mistake and get caught you cant do anything but thats not the case for Brand
