Elise Flash + E Cocoon bug or intended?

Elise Flash + Cocoon seems like it's bugged or something, doesn't work like with most heroes like Ahri Flash + Charm, Zed Flash + Q, etc. Whenever you use Flash with Elise then use Cocoon it doesn't go along with the flash and instead leaves off from where Elise had flashed from. Is this a bug or did they do this on purpose?

Its on purpose, her cocoon key command has a higher priority than flash, so its very easy to cocoon pre-flash if you press both at once.

You have to cocoon like a milisecond after flashing. Always been this way.
