I was bored, so I came up with a thing. Tl;dr shields shields shields

Lets have some fun with theory crafting

Armor: Physical damage mitigation >> Physical damage shield equal to armor that absorbs 70% of incoming physical damage until broken. Restored upon revival effects or visiting the fountain.

Magic resist: Magic damage mitigation >> Magic damage shield equal to magic resist which absorbs 70% of incoming magic damage until broken. Shield regenerates at a rate of 5% per second.

Armor pen: Ignore a flat amount/percentage of targets armor >> Increase the amount of damage that goes through the armor shield. Flat causes individual attacks to have an amount equal to your flat armor pen to pass through the shield uninhibited, % lowers the mitigation value.

Magic pen: Ignore a flat amount/percentage of targets magic resist >> Increase the amount of damage that goes through the magic shield. Flat causes individual attacks to have an amount equal to your flat magic pen to pass through the magic shield shield uninhibited, % lowers the mitigation value.

Items/Abilities that grant armor and magic resist have their numbers raised significantly to deal with the new system. Abilities scaling off of armor/magic resist have their ratios lowered to prevent Galio from building item 3001 item 3102 item 3065 item 3089 and hitting 900 AP.

If this were to happen, what would the game look like?

People would stop playing AP top laners because their opponent would keep getting free sustain. Instead, they'd play AD bruisers, whittle people down, and then kill them when they run out of shield or force them to back.

Mid laners and other AP champs would become more bursty and have less sustained damage, due to the free sustain from the shield. First item MR could become powerful in farm lanes.

Armor pen probably would stop being bought, since it's easier to just take the shield down. Magic pen would be bought on burst AP at a certain critical point(when you can't make it through the shield, but you can burst through their health bar), which at 70% absorption will probably either be pretty rare, or be common enough that MR will be overpowered.

ADC's would hate this, cause it effectively makes armor equal to health, but probably at a lower price point. Properly built, tanks would make it not worth the effort to go armor pen(going for more health when they see it).
