New champs in ranked Why has ths not been stopped?

Seriously riot,

After 7-8 years, why must we continue to suffer through People being able to play / pick new champions in Ranked? its bad enough you have to waste a ban on theses champs in hopes that some fool on your team doesn't pick the new champ. But also if that person does pick the champ then you have to suffer a entire match of them Trying to learn to play that champ.

Ornn is the latest annoyance and every game, you see him banned in ranked. and every game you don't have a ornn ban wasted .. some one insta first picks him and tries to learn how to play him in jungle or as a support or mid.

its like come on already.

New champs should be disabled in ranked for at least 2 weeks or a set limit of time spent on the champ before they can be played in ranked.

I mean its bad enough having to deal with trolls and what not in ranked, we seriously don't need to deal with people trying to learn how to play champs as well.
