Singed Build Theorycrafting (looking for feedback)

Hey guys, just trying to figure out a new build after the MYMU.

Before the patch I played him as a sort of AP bruiser-tank, and I'm trying to figure out whether that kind of build can still work.

Currently my core build looks something like this (with variation based on enemy team comp, whether or not I'm fed, etc.):

Alternate items could include and any other boots.

My main question right now is does the Seraph's+Catalyst item combination still work for a mana tank like Singed?
