Someone at Riot thought this was a good idea.

One day, someone at Riot said something along the lines of "Hey, let's introduce a mechanic that allows the player to directly punish the enemy that's performing well in the game!"

And then, someone at Riot (quite possibly the same person) said something along the lines of "Hey, let's tack this mechanic onto a champion whose skillfloor is so low that they're recommended for players who are new to our game!"

And then a bunch of people agreed with them.

And then it happened.

I'm not going to pretend to be some armchair game designer who knows about the intricacies of the game. I don't know how to carefully introduce mechanics to a game without affecting its overall health negatively, but does it really take a long thought process to arrive at the logical conclusion that putting this system on a champ whose summoner could be a drooling monkey and still succeed just by building a Black Cleaver and some tank items and tunneling the fed guy is a bad idea?

Surely this is some sort of cruel, sick joke. I hear Plankton loves those.

Veigar does the same thing, except only to AP champions and he's weaker.

Granted, Veigar and Garen both have pretty big design problems.
