Simple. Either the bases are high and it's easy to get a lead. Or the scalings are high and you never get a lead to use said scalings.
Entire game is over at 10 minutes these days.
Look at bot lane and compare Kai'sa to Vayne. Both or "meh" early but Kai'sa is still much stronger in early lane before first back thus can get her foot in the door. Vayne rarely does. Sure at 40 minutes Vayne is hella good... but Kai'sa ended the game with Stormrazor/Rageblade at 22 minutes.
Fizz/Ekko were great when they had base damage... now you almost never see them because they don't make it out of lane.

You don't need a 40 minute Vayne. Bork + Rageblade Vayne already destroys everyone , and if she farms well, picks up a kill or two , she will have those items by 20 minutes.

The only mage that's ever done this is Viktor and it's purely because he cant be played mid anymore. Like many other champions, he cant stand up to the early game champs like zed, talon, aatrox and the like in order to scale.

Low Mobility, high damage, counter play is to kite, has abilities in his kit that make him artificially tanky. He is a Juggernaut. As is Skarner.

top is now, strong kiting of melee champs, easy to proc shield, 
for turret taking, and high enough base damages that it didn't matter if he didn't build a ton of AP.
Seems like Viktor is just a different chapter of the same book.

Tr4shB4NSYST3M2 votesI like ekko a lot too, im pretty bad at him myself b/c i just havent put in the time, but even tho he has a lot in his kit if an ekko kills me (on fairly even gold) i do feel outplayed b/c all his stuff has very reasonable counterplay.
(except for a few times after patches where His Q was invisible, lol that was rough)

SirPurrr1 votesHis bases were too high BUT, tank Ekko is still viable vs some top matchups. It is a refutation of this post imo. While he's certainly not top tier, he lies on the edge of viability top lane. Full tank is not ideal so you still typically want at least one AP item. AP Ekko top is also a thing as we saw from C9 at Worlds. I think it's really cool that he has this build and lane versatility.

Strawberrycocoa1 votesProbably because Mages tend to have stronger utility than regular Bruisers/Juggernauts, so building them tanky means they can both ndure your assaults AND shut you down from fighting back.
