I have been playing a ton of Jhin after his buffs and he feels great but that 2.5 second reload.....

Is still way too long especially at the end game.

Seriously it is DETRIMENTAL to spend so much downtime in the middle of a fight that i feel like i am a major contributing factor in my team losing a fight.

Maybe if Riot made it so the cooldown reload cooldown got lowered slightly with Ult levels. Nothing too crazy but at least let it get down to like 1.5-1.8 seconds because 2.5 is just way too long. I mean fights are only lasting maybe 10-15 seconds at most and i have to spend a little more than half of that reloading. It doesn't feel good at all.

I don't agree.

Jhin's bases are absolutely crazy. Even without getting 30% bounce-increase on his grenades and ulting foes at 100% remaining HP, his combo still stays on-par with the combo of most mages.

%Total AD ratios on all his skills rather than %bonus, really solid in tandem with his ultimate and what it does. Add everything up and Jhin's looking at a ~2000 base QWER @18 where most mages are at ~1000 QWER.

Ultimatly Jhin feels like an AD/physical-damage Mage...that has really powerful auto-attacks. His AA's don't need to be any stronger, and he doesn't need to be as strong as a marksman in AA DPS and a mage in burst.

His reload time really stresses his strengths/weaknesses/playstyle, and reducing it would give him a ton of marksman AA DPS while also having very ability-driven mage Burst without any real drawbacks.

Also: as a player you can time Jhin's combos so you're using his QWE during his reload time. His gameplay forcing that also meshes really well with who Jhin is as a character: you should be timing things perfectly with him rather than running with a flexible kit that allows you to change at a whim.

Jhin might actually be good then. I tried him a few times and so many times I'd die even after outplaying just because of the reload time. I just hate the reload mechanic in general on any champion.

Jhin's reload time should be reduced by 1% (Multiplicative but up to a cap of 20%) for every 16 bonus MS he has after the 4th shot up,

Would make his 4th shot's MS increase feel more rewarding and lower his reload speed slightly without breaking him, even at 1k MS he wouldn't go below a 2 second reload time (Around 500 ms which is hard for jhin to get by himself) that's slightly above a 2.24 reload time) (even if you did hit 1k MS while reloading that's only 2 seconds due to the cap and it's not reliable). He would have more build diversity allowing him to grab a little more AS/MS if he wanted without completely breaking him and making building him more fun.
