Make Flat armor pen apply first...
It worked in season 1 and 2, we could even (potentially) buff lethality a little as a compensation nerf...

Allow youmoos to stay at 20 lethality and make this change.
Now if u want to build lethality it becomes very inefficient if you try and pair it with an LW. This cements LW as anti tank and lethality as anti squishy
That's a smart change. So Riot will never do it.
Sadly, that used to be the formula.
Then they changed it.
Typical Riot.
They changed it because people complained that % pen was being devalued by flat mpen. It was a time where there weren't a lot of % pen items or flat pen items. So every number was important.

The issue i could see rising with this, is that last whisper items will lose effectiveness against armored targets. If someone has
![]()
for example, 100 armor and you have let's say 80 lethality, the amount of bonus armor will be reduced to 20. Now if you have a LW item you will ignore 45% of that armor which means you will ignore only 9 armor. It's clear it would be an issue if lethality reduces LW effectiveness. If you want flat pen to be applied first you have to remove the "bonus" on LW items, making it work against base armor as well.
No we don't have to do shit for compensation, the whole point of the trade is to reduce the effectiveness of stacking LW and lethality.
You won't reasonably ever have more than 45-50 Lethality. Each Lethality item is 15 except Ghostblade which is 20. And this change prevents Lethality from being cancer to tanky targets.
AND LETHALITY IS SUPPOSED TO LOWER PERCENT ARMOR PENETRATION. THAT IS THE WHOLE FUCKING POINT. IF YOU BUILD FLAT, YOU SHOULDN'T BE GOOD AGAINST TANKS.
250-50=200 200-45% of 200=110
As opposed to
250-45% of 250=112.5 112.5-50=72.5
For an actual example: Level 18 Poppy with standard runes and the items of Sunfire/Armor boots/Iceborn/GA/Thornmail or Deadman's will have 462.875 armor (with Thornmail instead of Deadman's) or 405.375 armor (with Deadman's instead) at 100% health (counting W passive).
Full Lethality runes (marks and quints) and TLD path for the Lethality mastery and full Lethality build (GB/DB/EON) gives 82.5 Lethality.
If Lethality was counted first, Poppy would have 386.775 (Thornmail)/329.275 (Deadman's) Armor after Lethality, and then 252.5375 (Thornmail)/220.92625 (Deadman's) after LDR.
With Lethality being second the way it is now, Poppy would have 211.90625 (Thorn)/180.28125 (DP) armor after both Lethality and LDR was calculated.
And this isn't even counting Cleaver. Which literally fucking reduces her Thornmail version from 462.875 to 135.531875 since Lethality goes before %Pen, as opposed to 172.86575. And Deadman's version from 405.375 to 113.394375 as opposed to 150.519375.

You can have more then 45-50 since
is 50 like you mentioned, and then you get 8.5 from masteries + you can have a 24 lethality rune page means you have 82-83 Lethality on top of being able to use
on top of it.
Should have clarified only 45-50 from items. You could buy another Serrated Dirk or such but most people don't. So essentially 45-50 usually from items being the maximum Lethality possible from items alone.

Here's the thing. Assassnins basically revolved around lethality as juggernauts do around black cleaver. So, what do assassins do now. Kill squishies? Mages and ADCs can do that, and don't have as many issues with tanks/juggernauts/anything that's not squishy. Juggernauts can kill squishies slower, but can tank and trade with tanks.
You can't have assassins be binary.
If you make it so they're only meant to kill squishies, and have no utility, you're going to have to suck it up and deal with the "cancer assassins" that kill targets in 0.5-0.75s. When all an assassin can bring is "kill squishies, " they need to do that well.
thats 100 bonus armor LW goes through all armor and it is very rarely anyone would ever build 4 lethality items seeing as there are only 3.
I've seen Jhin build

In season 1 and season 2, armor tanks were legitimately unkillable to AD champions and that's not good balance either. AD casters were also equally bad because they didn't have itemization that favored flat pen. The current formula does allow casters to kill tanks but typically, if an AD caster is focusing a tank, the tanks team has won. And this also gives AD casters the power to duel tanks, so we don't end up with bruisers stacking armor and killing everything and tanks being unkillable.
The formula doesn't need to change. Lethality alone is still not great against tanks for ADCs barring a few exceptions. A full lethality + %pen ADC can kill a tank but the lack of crit and AS would still slow them down significantly. So you basically end up with the same thing a full crit/as carry does with percentage pen but it comes at the expense of DPS. I don't mind that trade off, it makes ADC builds somewhat interesting and it may one day slowly phase out crit.
There's no denying it's overturned at the moment, but it's important to remember that BC is slated for a nerf and lethality likely will be nerfed too - if it hasn't already been setup for a nerf.
I need to make an important point.
The ones buying Lethality in the first place don't rely on autoattacks.
Lethality + Cleaver + Last Whisper (LDR or MR) rips through even a full tank's armor easily. That + AD or bonus AD scaling abilities from said caster and tanks get torn apart.
If they had to rely on autos, what you said would be true. But they don't.

Yes but they still rely on spell rotations and are thereby gated by cooldowns, so their DPS still remains low. Even if you get a tank down to 150-180 armor, they still have 3.5k HP you have to chew through. I don't see this being something anything short of zed + his ult being capable of doing.
A single rotation won't burst kill a tank. It's still probably going to do like 50% or more of their max health. It's enough damage to force the tank away unless they want to die a few seconds later.
And autoattacks and any basic damage ability would destroy a squishy, so that's not a problem either.

A tank at 50% HP is still going to be hard to take down, they likely won't retreat over that. Meanwhile, for 50% of the tanks HP, you just put an entire champions kit on cooldown - a carry role at that. That's a trade off the tanks team will take every time.
And autoattacks and any basic damage ability would destroy a squishy, so that's not a problem either.
So a champion that builds full damage kills a champion that builds no defense. Why is this a problem?
It's just my personal opinion.
A full rotation will half health a tank. It'll be up fairly soon again, and shred from Cleaver means their teammates can take advantage as well.
It wouldn't even take 2 abilities to kill a squishy. Just a single ability and an auto or two, or a few autos would kill them.
It's not a problem. I'm just saying that it's too easy to rip through a tank when the majority of their items are flat pen meant for squishies in my personal opinion.
Squishy champions should die near immediately obviously.
It's just my personal opinion.
That's fine but it's wrong, I'm sorry.
A full rotation will half health a tank. It'll be up fairly soon again, and shred from Cleaver means their teammates can take advantage as well.
I'm not denying it would bring them down to half. But if an AD caster is focusing a tank, and let's remember 90% of the true AD casters in this game are melee, then the tank will proceed to CC that caster and the tanks team will then destroy that caster because a tank will live longer in that situation than an ad caster. At that point, a tank is doing its job. Until we get to a point where a tank isn't capable of out tanking other classes, then tanks are fine.
It wouldn't even take 2 abilities to kill a squishy. Just a single ability and an auto or two, or a few autos would kill them.

It's not good against tanks. Percentage pen is good against tanks and that thereby enables them to do damage to tanks. Lethality on its own is shit vs tanks. Percentage pens entire existence is made to deal with tanks. Just because it enables lethality to be decent against them doesn't mean lethality or percentage pen is busted in concept. You could argue it's overturned but that's an entirely different argument.
Squishy champions should die near immediately obviously.
Yes.
Lethality is good against tanks because Lethality is calculated after Cleaver and LDR shred through large amounts of armor.
They don't need AS or crit when 2 rotations kill a tank. They wouldn't focus the tank first anyways. They'd get rid of the carries and then rip through the tanks freely.
And a lot of the problematic AD casters are ranged or have range (cough Jayce cough).

Lethality is not good against tanks, think about what you just said. "after cleaver and LDR" therefore, WITH %pen. On its own, it's not good against them. Therefore, lethality is not good against tanks on its own. So at best, it is conditionally good against tanks the same way Attack Damage is.

No but with a full lethality build with percentage pen, it would likely be about the same as a full AS/crit carry in terms of overall damage but DPS would be significantly down. That's a hefty price to pay. And honestly, I think that kind of build is a breath of fresh air compared to the "who cries who first" pseudo rng bullshit that currently is crit.
And a lot of the problematic AD casters are ranged or have range (cough Jayce cough).
That's one caster. And he is a problem, yes. Even casters with ranged poke are still required to go into melee range to fully combo.
With only Cleaver and LDR, tanks will still be fairly tanky. Lethality on top of that just mauls them.
AD casters build Lethality first to nuke glass cannons which is their main job. They go Cleaver and LDR after to clean up the tanks without much difficulty after.

It's like banging my head against a wall. I can't possibly fathom why this is so difficult to understand. Lethality on its own is shit vs tanks, LDR and BC is what enables them AD to kill tanks. They can't function with only lethality vs tanks. It's simple. It's not complicated.

They are going still going to have a hard time killing tanks, please come off of planet bullshit and come back to reality.
LDR and BC weaken tanks. They are still tanky. Obviously not as much as before. Lethality kicks the puppy in the face and finishes the job.
Lethality shouldn't be helpful against tanks. That's why it should be calculated before percent penetration.
The problem is that Lethality increases both DPS and burst. Just make it not apply on auto attack damage so AD casters make a tradeoff for every lethality item they take.
Wouldn't need buffs, people shouldn't be building double-triple Lethality into tanks and still being able to fight them. At best you have double Lethality with no defensive item.
I think that falls on the sustain difference between tanks and burst.
We have champions like
who have burst like they should, but at the same time, they can also rapidly fire off abilities which is where lethality breaks them.
I forgot to add some math, on a 300 armor target (of which 200 is bonus armor) Current formula with LW upgrade and 40 Lethality would reduce that 300 armor to 190. Making Lethality apply first you would hvae 204 armor...
14 armor is 14 armor... Its honestly the nerf lethality needs without having to nerf it against squishes. The numbers get even better (for tanks) when you stack last wispeor and black cleaver.

Assuming the champion has 100 base armor is very, very generous. Most champions, even tanks, usually have anywhere from 80-95 base armor, with some super lows like shen and sion who are stuck in the 70s with their base armor.
Finally someones whos math I BELEIVE.
400 armor "THEY DEAL TRUE DAMAGE TO ME BECAUSE PERCENTAGES" bullshit
It was like this in season 2 and before that. Last Whisper was a much better item in season 3 because of it. Oh man, how I miss the old whisper and how broken it would be nowadays...

Well they changed it because last whisperer had a lower amount, and armor pen was weaker as a stat. They honstly needed to buff armor pen back in S1 and S2. Now they have two clear paths for armorpen, lethality and % penetration, and the overlap is what makes them too strong. They could now revert it to reduce overlap.
It wouldnt surprise me if people started complaining about Tanks again if this happened.

Let's not forget
has impending buffs coming soon.
It also worked from season 3 to 5. The problem is the stat is way to common, not any calculation way or anything. You have for example only 2 flat magic penetration items, one of which isnt effective on every champion. On AD, you have 3 lethality items + an armor reducing item.
Well, in S3(after the league of cleavers) and 4, Brutalizer/yomuu's into LW into BC was the standart on any ad-caster, and Ad-assasins like Zed, Kah, Talon, Riven Jayve and Rengar were pretty dominant even though they didn't recive any direct buffs, but rather multiple nerfs till they finally were somewhat in line. The fact that going for the pen built on assasins also enabled their damage vs tanky opponents and prettymuch denyed reactionary defensive items from their main targets caused quite some balance issues and also led to carries picking up warmongs as defensive item as the raw hp worked well while armor was near usless vs assasins.
This would just make it super hard to deal with tanks, and wouldn't address the issue people are having at all.
You're supposed to be near useless against tanks if you build a ton of flat instead of crit/attack speed, assuming both have LDR.
... Says who?
....................… Common sense and balance does. To be far stronger against squishy champions, you have to give up power against tanky champions. Otherwise it would be broken. Flat pen is solely for squishy champion killing. Crit/attack speed + percent is for tank shredding since it offers DPS which is what tanks are weak to, as well as percent pen. So if you build only flat pen and then LDR, you deserve to be useless against tanks, and you should be. You'd still decimate any non tank.
... You already do. LW is a slot that could be used on crit, attack speed, lifesteal, Etc... Lethality is less effective on tanks than crit items. You just made up the idea that it was strong on tanks and are now saying it needs to be "near useless" on tanks. (Wtf is that? you think an ADC should be near useless on damaging anyone? What would the point of having one be.)
If you want to cheat the lategame scaling by buying into earlygame power which is only meant to be good against squishy champions and not tanks, you shouldn't be able to cheat and be good against tanks anyways just by buying an LDR. You should have to go through the process of buying and attaining crit and then getting LDR which will give you power against both squishies and tanks in the intended manner as a powercurve scaling into lategame.
Learn the game.
So you're saying that flat pen applies after 45% reduction from LW and 30% from cleaver???
Do ADCs I delete have -ve armor then when I somehow manage to stack 83 lethality + cleaver?
Lethality is flat armor penetration. Armor PENETRATION cannot reduce below 0. Only armor REDUCTION can reduce to 0 or below.
So you're saying that flat pen applies after 45% reduction from LW and 30% from cleaver???
Yes. In earlier seasons, it was flat and then percentage, but this made both flat and percentage penetration underwhelming stats; the effectiveness of Void Staff, Black Cleaver, Last Whisper et al was reduced by your runes/flat pen items, and flat pen was negated by very little armour unless you had % pen (which as we just mentioned also felt bad to build). It doesn't make sense that Void Staff should be worth less the more flat magic pen you have (and you probably have 30 magic pen in most games before you build Void Staff these days).
Do ADCs I delete have -ve armor then when I somehow manage to stack 83 lethality + cleaver?
No, penetration can only reduce armour and magic resistance to zero, but not below it (excess penetration is wasted).
Also worth noting that there are extremely few sources of flat reduction in the game (as far as I know there's only Amumu's passive and Wit's End). These are the only things that can reduce your MR below zero. There are no sources of flat armour reduction Nasus E exists and I am dumb.
This is by the way one of the reasons why Abyssal Scepter before it's rework was so OP: It was reduction, so you could quite easily reduce someone below 0 MR while gaining MR yourself. If a mid lane mage took magic pen reds, sorc shoes and abyssal they would deal huge amounts of damage to you. The opponent mid laner had to build Abyssal to answer it because you gain huge amounts of damage while attacking someone with negative MR

Yes. In earlier seasons, it was flat and then percentage, but this made both flat and percentage penetration underwhelming stats;
They also didn't have the itemization that we do now...
%pen certainly wasn't in a bad state, and flat pen was mostly in a bad state because it lacked items. There were was only Yomuu's, and back when it was a crit item so not ideal for ad-casters.
And for BC: A) it didn't have %pen in S1/2, it was a ad/as item with flat armor shred on-hit rather than %shred on any physical damage b) Shred always applies befor pen, so even with the old formula, BC still would go nicely with flat pen.
I don't like it when champions that build magic pen/lethality can't do anything against tanks, because to make them balanced they have to be way overpowered against squishies. If you give magic pen/lethality at least some benefit when fighting tanks, then it doesn't have to be so overbearing against squishies.
In the current state, lethality and magic pen are poor choices against tanks, but not completely useless.
