Explain levelling restrictions to me?

There is zero reason i can think of to be locked out of making custom pages and locking jungling behind a level cap. What purpose do either of these serve? Does Riot think they are the first ever video game? That their "rune system" is actually so truly unique people dont just google whatever the best build is for a particular champion? If someone is brand new at the game why lock 20% of the roles behind level 9 when they'll be just as bad at jungling at that level than they would be at level one. It is absolutely mindblowing playing with friends i get into the fucking game and sit in discord and say "oh yeah, even though you are duo top and you watch the LCS games you wont be duo top anymore after about 45 games". Another one is "oh, yeah you like trying gangplank? Normally you'd take kleptomancy but right now since you cant use your rune pages you just get electrocute standard". Its literally the most confusing, ass-backwards approach to gaming ever. You take brand new players and throw them into 50+ games of a meta that DOES NOT EXIST EVER AT ANY POINT AFTER YOU QUEUE WITH PEOPLE LEVEL 9+. Im just not going to play with or recruit another soul into this ridiculous process.

IIRC come season 9 and you can jungle from the start

But for runes, remember its still alot to take in. Youre immediatly bombarded with having to learn game mechanics like last hitting, strait up learning the kits of every champion, or even what jungle pathing is. At least this way you dont get hit with too much at once.

Agreed on runes. As far as locking out JG, tbh I'd say locking out whatever the most popular role is for the 1st 10 levels might be a good idea just to get people to be more likely to jump into and enjoy a less popular role. I'd even say bonus xp into the least popular one as well.

I don’t actually know what’s locked out at what level or how riot lock roles out. However I do know that the old system was designed for it to be more beneficial to duo top, than having a person jungle.

I think the idea is that at lower levels just don’t jungle, start with co-op where there is no jungle role. Learn the champions, and eventually when having a jungle role is advantageous (Silver V), learn this jungle role and eventually go pro.

After that, when you find a 5 man team, challenge the meta in flex ranked. Attempt the double jungle squad, 5 man teleport strat and even the everyone supports team.
