Riot has no intention of stamping out toxicity.

Now there have already been multiple threads on this, but I figure ill just be the next in line. Riot has spent over 7 years attempting to stamp out hate speech and verbal abuse and in the process has refused to implement suggestions from the community. The biggest one? An opt-out of chat option. Many players that have temper issues know they have chat issues but cant help themselves. Riot hears these people suggesting an opt-out, sees these posts and answers the support tickets, yet never get around to implementing it. There are now three other main ways of communicating in this game, voice chat, emotes and pings system. Many players dont even USE chat in-game anymore yet refuse to help those that cannot help themselves. Its absolutely awful that so many people have accounts locked or just quit playing because of unclear and vague rules regarding their tribunal system.

Why would Riot enable opt out of what they consider an integral and important part of teamwork and the game in general?

Voice chat is not mandatory, emotes and pings cannot convey everything. Some things (such as "we should send 2 bot to distract them so we can make a break for baron and then top lane") can't be conveyed by pings.

or they have a massive company to run, relations and branches to keep running in mulitple different countries that have different laws and rules. or they have a game to update/debug check on servers check on connections, run new tests for different champions or reworks, style new artwork, produce merchandise, produce new skins AND keep the community not toxic while also implementing new ways for players to communicate and be less toxic like voice chat. But yeah, riot doesn't have a full plate at all and should work on this issue.

They actually are trying very hard, they just have an extremely flawed approach and it seems like I get demeaned every time I try to put forth helpful suggestions like using principals of sociology as opposed to just throwing a ban hammer at everyone

You make a good point about the opt out thing. Really should have been implemented a long time ago, but riot just wants to punish people and feel like they are making a difference. They definitely are making a difference, just not a positive one.

It is just about the worst part about how riot handles toxicity in that they are so vague. You can be toxic af in this game without having anything to worry about if you know what kinds of things trigger their system, vs you can get punished for some really tame shit if you don't.
