Why is it called a ban and not an elo reset?

Just wondering why people still call it a ban? It just shifts someone to a new account where they reset their elo and either 1) feed really really bad for their promotion games ruining 50 peoples games until they decay into their appropriate elo or 2) absolutely destroy and victimize much lower skilled players than them until they climb to their elo they belong in.

Because when riot bans someone, it's their way of saying "we don't want you playing our game any more. gtfo!"

They can't prevent them from making a new account tho. That's entirely up to the summoner

because their account is banned and most players don't actually want to lose the time and money invested in their account.
