Reward solo players for playing Fill.
That simple. Either with a small amount of extra IP or increased key drop chance, whatever it is, reward solo players for filling.

It has been that way in every damn online game since the beginning of online gaming and will always be that way. If someone had another solution it would have already been implemented.
