Just play support and it will be instant. That role is what is holding the system back.

I've also been experiencing incredibly high queue times; I'm in low gold. I've waited anywhere between 2 and 15 minutes in both Normals and Ranked games.

This... might actually just be you. I've never had a que even hit 3 minutes.

There is a bug where the que can 'forget' you. If it gets longer than even 5 minutes, just quit the que and try again. You'll usually find one in seconds.
