They probably aren't sure how to quantify CC. If you've landed 10 seconds of stuns, 5 seconds of roots, 6 seconds of 80% movement slow, 10 seconds of 35% movement slow, and 20 seconds of 15% attack speed slow, what would the CC stat display? That's a possible total of 51 seconds of crowd control, but what if those effects have been stacked? If an 80% movement slow and a 35% movement slow overlap, it wouldn't make sense to add their separate durations. For that matter, should an 80% movement slow and a 35% movement slow even be counted in the same category? How do you add slows and stuns together? 5 seconds of one doesn't have the same effect as 5 seconds of the other. A stun completely prevents action, while a slow doesn't prevent skills from firing.
LoL QuickFind used to have a CC stat per game in raw seconds, but CC skills are just too subjective to lump them in like that. Akali could keep tossing her Level 1 Twilight Shroud onto enemy champs, which is up to 8 seconds per target for only 14% movement slow. If the enemy team for some reason all stood in it for max duration, that's a total of 40 seconds of super weak CC in one cast. In the meantime, Leona could completely stunlock someone for her team to burst, and she'd only get about 3 seconds of CC credit.
A "CC graph" isn't as clear cut as you might think.
