You should probably fix that so people don't waste it on the cloth armor you throw in the suggestions, Riot.
Just saying, three to four minutes is pretty hefty for something not stated.

Are any of the map-specific balance changes (e.g. Nasus, GP, Morde, Bard) mentioned in-client? There used to be a thread stickied on the Boards, and prior to that the forums, but that practice wasn't carried over when the Maps&Modes sub-board was retired. As far as I'm aware, digging through years of patch notes still seems to be the only option.
3 to 4 minutes? Dang that seems like overkill. 2 minutes max would have been fine. It wouldn't break him. Hell. It's aram. Why was this done in the first place.
