Instead of 8% max hp let's make it 12% with a minimum instead of maximum. Because, you know she just didn't hyper carry hard enough.

What I want to know is why vayne is allowed to counter an entire class of champions, but champions like rammus (who are designed to counter a class of champions) aren't allowed to do their job.

"Flat is being removed" but they put a minimum of 120
Mcprowlington1 votesAssuming you max silver bolts at level 10 or so and you're fighting against another level 10 and that level 10 is an ADC that hasn't built any health at all (not even a doran's), then that adc will have around 1200 life. Meaning 120 minimum STILL won't come into play.
So what's the problem?

You do realize that literally every character ends up with higher than 1500 HP, right?
The majority also have 1500 HP or more during mid game, let alone late game.
