Could we get a small Ivern Buff on non-Summoner Rift maps?

Ivern's Passive is pretty bad on maps without jungle monsters, ie ARAM and Ascension, given that there are no monsters to be had. I was wondering if Riot could add something similar to Sombra's (overwatch) Hacking.

Suggestion: Ivern can channel onto a Healthpack. For the next minute, it respawns much faster and can't be used by the enemy team. If you channel onto a different healthpack, the old hack is lost.

If this was added, Ivern could be a lot more useful on those two maps, and I wouldn't feel bad about getting him in either one.
