Vayne Silver Bolts Cooldown

So... Vayne is in kinda a horrible spot right now. Not that she's horrible, but she's horrible to play against.

However, I know what may be a solution to one of her problems. Riot doesn't want to gut Vayne and I don't want to either. So I suggest an addition to her W, Silver Bolts

Vayne's silver bolts have a 1.25/100/0.75/0.5/.25 second cooldown between procs on a single target. This cooldown resets after triggering her bolts on another target

Perhaps 1.25 seconds is WAYYY too steep, but this is just a starting point, what do you all think?

No, vayne doesn't need to be changed whatsoever.
