AP ration on her W it's going to be reduced by a fair amount (considering all the ticks) because of her being played mid sometimes. But why are you nerfing an ability that costs so much mana and does so little unless maxed first. Why not just add a "new effect" to it, that it deals 10/20% reduced damage to minions without having to nerf her AP ratios.

Probably because W max Morgana is uninteractive to play against.
If anything they should nerf her dialogue. Every new and reworked character reads an entire novel every time they talk. I asked you to walk a few feet, not tell me your enlightened views about the state of the world.
