How do I secure kills as Azir early game?

I'm a huge fan of Azir, been playing him for about half a year, but with recent changes to him (Mainly his E change) I've found little way to actually secure a kill, sure I can get them low on health, but I can never actually GET the kill simply because I can't keep an enemy in place very long, and at this point my Q is likely either on CD or my soldiers are behind me so it takes a while for them to actually reach their destination, by which time they'll have moved. I can't Shurima Shuffle them anymore so I have no idea how I'm meant to actually secure the kill.
