Pantheon is op?

If you try to all in him, you will lose, because he is probably the strongest all in champion in the game. If you try to just play the farm game, you will lose, because not only is he the strongest all in champion in the game (no one beats him 1v1) but he has arguably the strongest long range poke of all the top laners in the game. Not only that, but he has a global ult. Why did they decide to make Pantheon so strong at poking AND all in AND global presence?

With most champions they try to balance it out, i.e Twisted fate has global presence and good poke but for most of the game his all in is weak compared to most mid laners, Yasuo has strong all in but no ranged poke and no global, etc. They decided to give Pantheon everything possible and it just confuses me, because we end up with a champion that actually has no counterplay.

As someone who mains Pantheon top, I can say this is patently false. There are a number of champs that will shit on Pantheon. Jayce is one of the most potent counters to Pantheon, thanks to his range and knock-back. Other strong counters are Malphite, Olaf, Darius, Udyr, Shen. Pantheon is also very easy to gank as he has no escapes built into his kit.

his ults not even global he can probably get 2/3 of the way to mid lane if he ulted from the middle of the top lane with a max range ult

No he isn't op at all. He has one of the strongest early games but his scaling is absolutely terrible. He's basically like Renekton, if he can't get ahead of you in lane, he's useless.
