Ohmwrecker builds out of Raptor Cloak, which builds out of Cloth Armor

So why doesn't Ohmwrecker give armor - or was this simply not listed in the patch notes?

Also when the turret comes off of 'timeout' (and assuming the turret's friendly champions are dead or out of range), does it focus on whoever dealt damage to a friendly champion, or would it have not detected any of that action and instead aim at minions?
