I'm actually tired of Riot doing jackshit about Seastone Trident. Can Riot actually fix it properly?

Lets say that Riot is trying to kill the tank build by completely demolishing the scaling of Seastone Trident with Attack Speed.

  1. Change the mana cost on Seastone Trident to 30/35/40/45/50
  2. Make Fizz's Seastone Trident passive damage 20/30/40/50/60 + 0.4*AP over 2 seconds
  3. Make Fizz's Seastone Trident active make Fizz's autoattack deal an additional 10/20/30/40/50 damage + 0.4*AP + 3/4/5/6/7% missing health of his attacking target over 2 seconds

OR

  1. Make Fizz's Seastone Trident passive damage to 20/30/40/50/60 + 0.35*AP over 3 seconds (same as live)
  2. Make Fizz's Seastone Trident active damage to 10/25/40/55/70 + 0.45*AP + 4/5/6/7/8% missing health of his attacking target over 3 seconds.

There, nerfed the on-hit effect severely by changing it to a DoT while the active damage remains relatively unchanged for AP Fizz who attack about once per second. Tank Fizz also loses his uptime on the missing health damage by moving it from the passive to the active, but the damage on the active is still a DoT, so bruiser Fizz loses the synergy between AS and the active.

Yes, we can also get rid of the missing health damage completely, but the base damage would need to be buffed to compensate. I think the missing health damage should stay so that the base damage doesn't need to exceed 50 for both parts of Seastone Trident.

The reason why I post this is I desperately want Fizz to have another viable skill to rank up other than Playful/Trickster. On PBE there's a change to nerf Fizz's active damage to 10/15/20/25/30 again to counter the tank/bruiser Fizz styles. Well, that's going to make Seastone Trident another worthless skill to rank up, and Fizz already has Urchin Strike as a terrible-spell-to-rank.

Edit 2: Btw the most simple change Riot can do to nerf tank/Bruiser Fizz is to move the missing health DoT entirely to the active portion. Decrease uptime on a naturally scaling damage will nerf Bruiser/Tank Fizz easily. The active's base damage does not have to be touched at all.
